SCAR 3.15b/3.20 RC(Release Candidate)3 has been released, and so is SRL Rev(ision) #31! You can download the new SCAR at Freddy1990.com. For those of you who wish to download the latest/current version of SCAR, you can find it in the News Section of the Freddy1990.com Forums or the R&D Section of the Freddy1990.com Forums. You can then Download the Latest SRL and Include(s) by opening SCAR and going to File > Download SRL and also, File > Download Includes. An alternative (and better way as it provides the most recent up-to-date version) way to download SRL is to follow These Instructions. There is also another guide Here.
